President Obama promised that American taxpayers will never again bear the brunt of a financial sector crash at the hands of bankers making risky trades. But if we look at the sheer statistics behind the number of criminal prosecutions for financial institution fraud, you'll notice a shocking trend. Data released by the US Justice Department shows that over the past 20 years, the number of federal prosecutions for financial fraud has gone down significantly.
